India Eyes Bigger Share of Philippines’ $2.5 Billion Rice Market with Export Push

India expands rice exports to the Philippines’ $2.5B market with rising Indian rice prices and top exporters strengthening trade.

The Philippines has become one of the most important markets for Indian agricultural products. In 2024, the Southeast Asian nation imported farm goods worth nearly $20 billion, including semi-milled rice, wheat, oilcake, processed food items, and palm oil.

Despite India being the world’s largest rice exporter, its rice exports to the Philippines remain relatively small. Furthermore, this gap now represents a significant opportunity for Indian exporters.

India’s Rice Exports to the Philippines: The Current Scenario

According to official trade data, India exported $413 million worth of agricultural products to the Philippines in 2024. However, this accounted for only 2% of Manila’s total farm imports. Key items included beef, groundnut, rice, and tobacco.

Out of this, rice shipments stood at just $48.91 million in 2024-25. This figure highlights the untapped potential, considering the Philippines imported $2.52 billion worth of rice during the same period.

In addition, India’s global rice exports cross $11.83 billion, illustrating its limited presence in the Philippines.

Government Steps to Strengthen Trade

Recognizing the gap, the Indian government is supporting a major initiative to strengthen rice trade with the Philippines. A delegation of Indian rice exporters, along with traders in onions, potatoes, groundnuts, and meat, will visit Manila in early September 2025.

The goal is to establish stronger linkages, showcase competitive pricing, and highlight the quality of Indian rice. Analysts believe this will help boost Indian rice prices and improve demand in new markets.

Upcoming Trade Engagements

The partnership will deepen later this year. A delegation of Philippine food importers is expected to attend World Food India (September 25–28, 2025). They will also take part in the International Rice Conference (October 30–31, 2025), which is billed as the first large-scale event dedicated to the rice sector.

Moreover, these events will provide a platform to showcase India’s strength as one of the top 10 rice exporters in India, while building long-term partnerships in Southeast Asia.

Wider Export Momentum

Beyond the Philippines, India is also expanding its agricultural footprint in the Commonwealth of Independent States (CIS). Exports to the bloc rose from $480 million in 2023-24 to $628 million in 2024-25, driven largely by demand from Russia.

Officials say India’s active participation in global food fairs has helped boost visibility and consolidate its position in key markets.
